When someone post a story for critique and no one replies, does that mean that the story is really bad and people don't want to tell you so?

When it comes to getting feedback on your writing, never assume the worst! Many other factors come into play, most likely your potential reviewer's time and/or interest in your sample. 

If you're talking about getting critiques here in the forums, also consider the amount of traffic your story gets. If you can count the number of people reading the story on your hands, and no one is saying anything--well, maybe there's nothing specific to say. If the story gets hundreds of views with nothing to say--I'd guess you have a winner!
